The legislature is composed of two legislative bodies “bicameral".
Neither the House of Representatives nor the Senate has term limits.
The Texas Constitution sets the qualifications for election (House & Senate):
Senate: (31 members)
A senator must be at least 26 years of age
A citizen of Texas five years prior to election
A resident of the district from which elected one year prior to election
Serves a 4-year term
One-half of the senate is elected every two years in even-numbered years
*All 31 senate seats will be up for election in 2012 (following the census to reflect redistricting)
The Lieutenant Governor (David Dewhurst), is elected statewide separate from the Governor (Rick Perry). Lt. Gov presides over the Senate
House of Representatives: (150 members)
Must be at least 21 years of age
A citizen of Texas for two years prior to election
A resident of the district from which elected one year prior to election
They are elected for two-year terms, running for re-election in even-numbered years
The Speaker of the House (Joe Straus) is elected from that body by its members
The Legislature meets in regular session on the second Tuesday in January of each odd-numbered year. They will go back into session in January 2011. The Texas Constitution limits the regular session to 140 calendar days.
Both the Lt. Gov. & Speaker of the House have wide latitude in choosing committee membership (in their respective houses)
Both have a large impact on lawmaking in the state
Governor:
Only the Governor may call the Legislature into special sessions (in other states, the legislature can call a special session)
The Governor may call as many sessions as he/she wishes
The Texas Constitution limits the duration of each special session to no more than 30 days
*Lawmakers may consider only the issues designated by the Governor during a special session
Other issues may be added by the Governor during a special session

Dialogue with Senator Hutchison - Dialogo con la senadora Hutchinson
I wrote to Senator Hutchison asking for action regarding immigration reform. She wrote me back, now I am commenting her responses. I thought it was pertinent to my blog... so this is the latest message I sent her. I will include her message as a response to this one.
"Some points about you response:
You said:
Texas is a state that benefits from the contributions of legal immigrants, but it is also uniquely vulnerable to the dangers of illegal immigration.
I say:
You also have to recognize the contributions of many illegal immigrants… they have been mowing your lawns, cleaning your houses, taking care of your kids, picking the harvest… those are also contributions and many illegal immigrants make those contributions. The “dangers” that you mention are not “dangers” because of immigration per se, criminals are criminals either coming from outside or if they are US citizens. Criminals are the danger, not immigrants. You have to be careful about criminals, but that is why you need to offer a viable solutions to the illegal immigrants that contribute to the state’s economy. And you know they are a lot of them. We immigrants make a huge part of your state, your constituency... you are to be representing us too.
You talk about:
a merit-based immigration system or “point system… Examples of these characteristics would have included job skills deemed helpful to the U.S. economy, level of educational attainment…
I say:
Who decides what “skills” are helpful? Are lawn mowers or house cleaners not helpful? Saying otherwise is being classist, and considering an non-educated person less than yourself. Why do you close the doors to those most in need? To those that work the hardest for your well being?
You talk about the "Rule of the Law"... that is why I am asking you to take action regarding the law... isn't that your job?
You say:
I believe that an issue as important as immigration should be debated openly and freely and subjected to due consideration and review, with time for senators to hear the concerns of their constituents.
I say:
Let's see how much attention you pay to the concerns of this, one of your constituents."

Negarlo es ser clasista. y ¿consiera a una persona no-educada menos que usted mismo? ¿Por qué usted cierra las puertas a ésas más en necesidad? ¿A los que trabajan el más duro para su bienestar?
Usted habla del "Estado de Derecho" … del poder de la ley, es por eso que le pido que tome medidas con respecto a la ley… ¿No es ese su trabajo?
Usted dice: Creo que un asunto tan importante como la inmigración se debe discutir abiertamente y libremente y ponerlo a la consideración y a la revisión debidas, dando oportunidad para que los senadores oigan las preocupaciones de sus constituyentes.

Too many to vote for - Demasiados para votar
I just received my voter registration certificate. Another milestone. It has a bunch of numbers. Well... 7 numbers. So I thought, "ohh, that's the precincts, the people I would be able to vote for", but then I went to this website http://www.sos.state.tx.us/elections/voter/2010officesup.shtml where they show the offices that are up for election... and ... oh man... it is really an SOS.
I can vote for United States Representative, Governor, Lieutenant Governor, Attorney General, Comptroller of Public Accounts, Commissioner of General Land Office, Commissioner of Agriculture, Railroad Commissioner, 3 members of the Supreme Court,3 members of the Court of Criminal Appeals, State Senator, State Representative, State Board of Education, Various Court of Appeals Justices, Various District Judges, Criminal District Judges, Family District Judges, Criminal District Attorneys, County Judges, District Clerks, District and County Clerks, County Clerks, County Treasurers, County Surveyors, County Commissioners, and Justices of the Peace.
No way Jose. Who has time to figure out all that people? No wonder people get discouraged.
But let's breath and keep going one step at a time. I know some candidates for governor, I know the United States Senators and Representative, mmm the Mayor is not mentioned here because she just got elected, but I know that one too... and I even know the Judge (well I know "one" of the judges... have to find out which one is he).
Just homework... one at a time. Now way around it.

Acabo de recibir mi registro de votante. Otro paso dado. Tiene un monton de números. Bueno… 7 números. Entonces pensé, "ah, esos son los precintos, la gente por la que puedo votar" , pero luego me encontre con este sitio http://www.sos.state.tx.us/elections/voter/2010officesup.shtml que muestra los puestos publicos que están en competencia en las elecciones… y… realmente se necesita un SOS.
Puedo votar para representante de Estados Unidos, gobernador, teniente gobernador, Procurador General de la República, interventor de cuentas públicas, comisionado de distribucion de tierras, comisionado de agricultura, comisionado del ferrocarril, 3 miembros del Tribunal Supremo, 3 miembros de la corte de apelaciones criminales, senador de estado, representante del estado, la Dirección de Educación del estado, tribunal de apelaciones, varios jueces de distrito, jueces criminales de distrito, jueces de familia, fiscales de distrito, jueces del condado, tesoreros del condado, topógrafos de condado, comisionados del condado, y jueces de paz.
No way Jose. ¿Quién tiene tiempo para investigar a todas esas personas? De razon la gente se desalienta. Pero respiremos y sigamos un paso a la vez.
Conozco a algunos candidatos a gobernador, conozco a los senadores y al representante de Estados Unidos, mmm no mencionan el alcalde aquí porque ella acaba de ser elegida, pero sé también como se llama… e incluso conozco al juez (bueno, conozco a "uno" de los jueces… tengo que investigar cuál es él). Tarea, tarea… uno a la vez. No hay otra manera.

Double citizenship - Doble ciudadania
This Sunday is election day for congress in my country of origin, and I will be a poll jury. I will vote to influence (try to) decisions in my "other" country. Isn't that nice? A new perk that I hadn't really thought about. Being able to vote in two different countries. I imagine many detractors of immigration wouldn't be too happy to hear this. I should make up my mind right? Here or there. But I feel like a citizen of the world. I do love my two countries, and I will vote in both of them... Maybe that would make up for some of the apathy that reigns both here and there when talking about politics. Many people don't care about going to the polls. They don't think it really matters. It seems things are decided farther than we can reach. To tell you the truth I am not that sure my vote really could matter... my poor lonely vote in an ocean of powers... but I dream it does... and just in case, I'd better go.
Plus better be counted in the statistics as the group that makes a difference. The group that make things evolve, even if you get lost as a number in the statistics.
You know... long time ago there were tribes... then there were cities... then there were countries... now some countries are getting together little by little... maybe one day we will vote for ideas, not only for individuals, for world policies... and one day we will vote for the confederation of interstellar planets... :)

Este domingo son las elecciones para el congreso en mi país de origen y seré jurado de votacion. Votaré para influir (o al menos intentar influir) en las decisiones en mi "otro" país. ¿No les parece maravilloso? Una ventaja que no había tenido en cuenta. Puedo votar en dos países. Me imagino que a muchos detractores de inmigración no les agradará mucho oír esto. Debería decidirme ¿no? Aquí o allá. Pero me siento como una ciudadana del mundo. Amo mis dos países, y votaré en ambos ellos… Eso compensará quizá algo de la apatía que reina aquí y allá al hablar de política. A mucha gente ni le interesa ir a votar. No piensan que en realidad valga la pena. Parece que las cosas están decididas más allá de lo que podemos alcanzar. A decir verdad no estoy segura de que mi voto en realidad haga mucha diferencia… mi pobre votico solo en un océano de poderes en conflicto… pero guardo la esperanza… y en caso de que sí haga una diferencia, pues mejor ir.
Mejor que me cuenten en las estadísticas dentro del grupo que hace la diferencia. El grupo que hacen que las cosas evolucionen, incluso si uno sigue perdido convertido en un número en las estadísticas.
Hace mucho tiempo la gente se reunía en tribus… luego nacieron las ciudades… luego se formaron los países… ahora algunos países se están reuniendo poco a poco… quizá un día poremos votar por ideas más que por personas, por las políticas que se hagan efectivas en el mundo entero… y un día votaremos por la confederación de planetas interestelares…:)

Now the Democratic Party
"The Democratic Party is the oldest political party in continuous operation in the United States and one of the oldest parties in the world. The Democratic Party has the most registered voters of any party as of 2004, with 72 million voters." (Wow, impressive)
"The Democratic Party evolved from Anti-Federalist factions that opposed the fiscal policies of Alexander Hamilton in the early 1790s. Thomas Jefferson and James Madison organized these factions into the Democratic-Republican Party" (So, what is it, Democratic or Republican? I guess in this case it refers to Republican vs Federalist)
Hey... I've heard of those guys... they were part of the 100 citizenship questions...
I've heard of Thomas Jefferson before. No idea who Alexander Hamilton or James Madison were. Only that they did signed the Federalist Papers (that was the question to study for the test)... I guess I really have to find out what those Federalist Papers were... (mmmhhh should I, really?)
Mmm... let's jump to the economic view to kind of compare with what I wrote in my previous post of the Republican Party...
"Historically, the party has favored farmers, laborers, labor unions, and religious and ethnic minorities. (It seems they are mentioning me... ). It has opposed unregulated business and finance, and favored progressive income taxes... In the 1930s, the party began advocating welfare spending programs targeted at the poor." "Today, Democrats advocate more social freedoms, affirmative action, balanced budget, and free enterprise system tempered by government intervention (mixed economy)".
All of this selectively taken from Wikipedia as well.
Mmmhh... what do those terms really mean? Affirmative action? balanced budget?
More to research.

Ya habia escuchado de Thomas Jefferson, pero ni idea quienes son Alexander Hamilton o James Madison. Solo que ellos firmaron los "Federalist Papers" o Documentos Federalistas (esa era una de las preguntas que debiamos estudiar para el examen)... Supongo que de veras tendre que averiguar de que se trataban esos documentos... (mmmhhh sera que si? de veras?)
Mmm... bueno, vamos a la perspectiva economica para poder comparar con lo que escribi antes acerca del Partido Republicano...

Solo que ellos firmaron los "Federalist Papers" o Documentos Federalistas (esa era una de las preguntas que debiamos estudiar para el examen)... Supongo que de veras tendre que averiguar de que se trataban esos documentos... (mmmhhh sera que si? de veras?)
Mmm... bueno, vamos a la perspectiva economica para poder comparar con lo que escribi antes acerca del Partido Republicano...
"Historicamente, el partido ha favorecido a los agricultores, los trabajadores, los sindicatos y las minorias religiosas y etnicas. (Parece que me estan mencionando aqui...) Se ha opuesto a los negocios y las finanzas sin regulacion, y a favorecido impuestos progresivos... En los 1930s, el partido empezo a promover programas publicos dirigidos a los pobres. Hoy, los Democratas apoyan mas libertades sociales, "affirmative action", presupuestos balanceados, y un sistema de libre empresa limitado por la intervencion del gobierno (economia mixta)".
Todo esto ha sido selectivamente tomado tambien de Wikipedia.
Mmm... que significan en realidad esos terminos? Affirmative actio? presupuesto balanceado?
Mas para investigar.
Ok... todas estas ideas tambien se oyen bonitas...
Hasta ahora he recibido un par de respuestas de candidatos... pero todavia queda mucho por avanzar... no tengo suficiente informacion todavia para tomar una decision.

Let's start with the Republican party
According to Wikipedia, the Republican Party "was founded by anti-slavery expansion activists in 1854, it is often called the Grand Old Party or the GOP (Oh... so that's what that means), despite being the younger of the two major parties. The party's platform is generally considered right of center in the U.S. political spectrum." ... "Republicans emphasize the role of free markets and individual achievement as the primary factors behind economic prosperity. To this end, they favor laissez-faire economics, fiscal conservatism, and the promotion of personal responsibility over welfare programs"... "Reaganomics... This theory holds that reduced income tax rates increase GDP growth and thereby generates the same or more revenue for the government from the smaller tax on the extra growth." "They believe private spending is usually more efficient than government spending".
Oh well.. let's think about this for now... too much would get confusing...
First... that data about "founded by anti-slavery expansion" is news to me... good news.
Free markets... promotion of personal responsibility... reduced income tax... sounds good.
Tomorrow I will maybe see more of the Republican ideas, or maybe I will see the ideas of the counterpart for the same issues.

Los republicanos enfatizan la importancia del libre mercado y los logros individuales como los factores mas importantes que influyen en la prosperidad economica. En este sentido, apoyan la economia del laissez-faire (dejar hacer), el conservatismo fiscal, y la promocion de la responsabilidad individual sobre los programas publicos. "Reagonomics" Esta teoria mantiene que la reduccion de impuestos incrementan el creciiento del PIB y en consecuencia generan los mismos o mas ingresos para el gobierno por intereses menores en un crecimiento mayor. Creen que la inversion privada es mas eficiente que la inversion gubernamental.
Oh bueno... pensemos en esto por ahora... si nos vamos por mucho nos vamos a confundir...

Two Congresses
Name one branch or part of the government.
Legislative, Excutive, Judicial. Congress, President, The Courts.
Who makes federal laws?

What are the two parts of US Congress?
The Senate and House of Representatives.
So far, so good. Those are 3 questions of the citizenship questionaire. And that looks like what holds true in my country of origin.
But here is the trick, here in United States, there are two congresses you can vote for. One is the big federal government, for the whole country, and the other one is the congress for you state. Each state has its own senate and house of representatives. There are 50 US senators and 32 Texas senators... oh, boy, starting to get confussing... lots of people to learn about... and then they divide the land in districts for political purposes, but the districts are different for each level, so you belong to a whole bunch of districts, even though your dwelling is just one... mmmhhh...
I found this site www.uselections.com/tx/tx.htm where they list the candidates. I have written so far only to the candidates to governor to let them convince me. Will write to all the candidates that have a direct link there. Will see who answers.

Son 50 senadores en el congreso del pais y 32 senadores en el congreso de Texas... oh... esto empieza a confundirme... mucha gente de la que habria que aprender. Y luego dividen la tierra en distritos para propositos politicos, pero los distritos son diferentes para cada nivel, y entonces perteneces a un monton de distritos, aunque tu casa es solo una ... mmmhh...
Encontre este sitio en el internet www.uselections/tx/tx.htm donde ponen la lista de todos los candidatos. Hasta ahora solo le he escrito a los candidatos para gobernador para dejarlos que me convenzan. Voy a escribirles a todos los candidatos que tienen una coneccion directa en ese sitio de la red. Vamos a ver quien contesta.

Now... I've come to realize, the most important right I am acquiring this Wednesday is the right to vote...
So... should I be a Democrat or should I be a Republican?
Elections are near... who should I vote for?

I think I am going to forward these questions to the local political parties and candidates and let them convince me... :)

Haven't you seen us? We are there serving you lunch, mowing your yard, building your bridges. We are cleaning your houses, taking care of your kids. The apples that you bought, we picked them up. The chicken for dinner, we cleaned it up for you. We are paying taxes and social security that we never cash back, therefore, in top of all this work we do for you, we are supporting your retirement. You don't complain at all when we do that.
We come here with a positive attitude, ready to work hard. We are not asking for anything free. We just want to work and have a decent life. And because we are building America with you we also want to be called "The People".
Your argument against immigration is that we are braking the law, but laws are evolving instruments that need to be based on reality. At one point women didn't have the right to vote. Was that right? No, so we changed the law. At some point it was legal for parents to send their small children to work on mines. Was that right? No, so we changed the law. Just because some laws are written certain way, that doesn't mean those are the best laws we should have. That's why we have a democratic system where laws can be challenged and changed for the better.
So now, 11 million people in America, working people, paying taxes people, are treated as second class people, with no right to speak, to vote, to obtain the benefits of social security to which they have been contributing for years. They are not even offered a way to get to that point.
Like with women's vote and chlidren's labor, it was people's demonstrations and participation what changed the laws for the better. Now people have found that we are in a crucial moment when unfair laws need to be changed, and we have the right and the duty to participate in that change.
Embrace the future, America, we are changing it with you!

Nosotros pagamos impuestos y seguro social por los que nunca pedimos nada a cambio, entonces, sobre todo el trabajo que hacemos por ustedes, tambien estamos contribuyendo para su retiro. No les hemos oido quejarse por eso.
Nosotros venimos aqui con una actitud positiva, dispuestos a trabajar duro. Y no pedimos nada gratis. Solo queremos trabajar y tener una vida decente. Y porque tambien estamos construyendo los Estados Unidos con ustedes, tambien queremos que nos llamen "El Pueblo".
Su argumento en contra de los inmigrantes es que estamos rompiendo la ley, pero las leyes son instrumentos que evolucionan y que necesitan basarse en la realidad. Hubo un tiempo en el que las mujeres no tenian derecho a votar. Era eso correcto? No, entonces cambiamos las leyes. Hubo un tiempo en que enviar a los hijos menores a trabajar en las minas era legal. Era eso correcto? No, entonces cambiamos las leyes. Solo porque unas leyes esten escritas de cierta manera no significa que sean las mejores leyes que debemos tener. Por eso es que tenemos un sistema democratico en donde se pueden cuestionar las leyes y cambiarlas por leyes mejores.
Ahora 11 millones de personas en Estados Unidos, gente trabajadora, que paga sus impuestos, son tratadas como personas de segunda clase, sin derecho a opinar, a votar, a obtener los beneficios del seguro social al que han estado contribuyendo por anios. Ni siquiera se les ofrece un camino para llegar alla.
Como con el voto para las mujeres o el trabajo infantil, fueron las demostraciones y la participacion de la gente lo que hizo que cambiaran las leyes por leyes mejores. Ahora la gente se ha dado cuenta que estamos en un momento crucial en el que leyes injustas deben ser cambiadas y tenemos el derecho y el deber de participar en ese cambio.

Yesterday I got my ticket to Hollywood!
Welcome to my blog.
Just yesterday I passed the test and interview to become a citizen of the United States of America. Joyful day.
The Naturalization Oath Ceremony will be next Wednesday at 7:00 a.m. (early rise... ugh!) So I thought it would be a good idea to record my thoughts of this new journey.
The url of the blog "We are also the people" comes from an article I wrote some time ago for a local paper. I will include it in my next post.
